REPORT

 

The Fourth transnational Meeting of the project Restauro in the framework of the Initiative Interreg IIc, was held in Avignon. The previous three meetings took place in Florence the 22-23 February 1999, in Genova the 01-02 July 1999 and in Montpellier the 28-29-30.10.1999.

During this meeting the second phase for Pilot Applications work advanced.

This meeting was a fruitfull working session of the project committments and especially for task 4-Pilot Applications. The interregional exchange of experiences and networking between partners was practiced bringing to concrete results. The meeting also established a timeschedule for the next working periode.

Participants to the meeting:

Representatives from the Regions: Toscana (coordinator), Liguria, Sardegna, Provence Alpes Côte d'Azur, Languedoc-Roussillon.

Representatives from the cities-partners: Firenze (coordinator for the cities network), Perugia, Genova, Palermo, Matera, Aix En Provence Arles, Avignon, Beziers, Narbonne, Palma di Mallorca, Alicante, Valencia, Rethymnon, and Rhodes.

Were absent the representatives of the city-partners: Chanea, Xanthi and Cosenza.

Mr. Michel Lorne from the Interreg Committe also participated to the second day session.

Management Committee Meeting

Participants: S. Cerreti, Lina Panarelli, Maurizio De Zordo, Gilles Nourissier, Pascale Martinetto, Giorgio Risicaris, Thomas Fortuny. Rossanna Russo, Emanuele Lamacchia. Absents: Julie Moraitou.

Meeting Agenda finetuning, Ateliers organisation.

According to the decision of the last Management Committee meeting in Rome, the task 4 work should advance begining from the Avignon meeting, through a collaborative interregional work, using gruping of partners into three Restauro Thematic Ateliers. Such Ateliers should develop an upgrade of the task 4 work, using the analytical tasks knowledge, with particular reference to innovation.

Working in Atelier should contribute individuating the intelligence existing locally upon the task 4 topics of the Restauro partners and further should provoke the emergence of other innovative measures and tools even outside the task 4 criteria. Local best practices should be individuated and evaluated through large discussion between partners.

A proposal for the Ateliers themes and indication for the partners distribution was made from the coordinator, based on:

the task 4 local committments,
the geographical distribution of partners
the local experiences

and aproved after discussion, from the Management Comittee, as follows:

Atelier n° 1 Knowledge
Firenze, Rethymnon, Cagliari, Aix, Chanea, Valencia, Genova, Avignon, Languedoc Roussillon

Atelier n° 2 Sustainability
Xanthi, Liguria, Beziers, Alicante, Matera, Arles.

Atelier n° 3 Public-private sectors
Palma, Narbonne, Sardegna, Palermo, Cosenza, Rhodes, Paca.

The Animateur should introduce the rationale, coordinate the debate and orientate the exchange of experience. The Raporteur should make a report including the results of the discussion and finetune a comprehensive table for each best practice considered.

The task 4 leader (Ecole d'Avignon) presented during this meeting the papers with the rationales of each Atelier and the coordinator introduced two documents concerning guidelines for the Atelier discussion and a table for best practices availability, to be compiled for the assessment of each innovative proposal of the partners participating to the Ateliers.

The Committee aproved after discussion all documents and work schedule for the plenary session.

Mr. Yves Leonard President of the Ecole d'Avignon, welcomes the partners and exposes the local experiences and the perspectives of the project.

Mr. Sergio Cerreti representative of the Regione Toscana and coordinator of the project introduces the meeting presenting the agenda.

Mr. Gilles Nourissier Director of the Ecole d'Avignon, organizer of the Meeting, presents activities concerning social events and visits scheduled to the Restauro local project sites (Avignon, Aix en Provence and Arles.

Mr. Sergio Cerreti introduces the report on the last period work and point out the principal committments tackled.

Mr. Giorgio Risicaris consultant of the Regione Toscana and the Comune di Firenze for the Restauro project presents the Restauro Ateliers and the proposals of the Management Committee for the work schedule.

10:30 Atelier Working Session

The three Atelier groups meet around distinguished tables and discuss according to the schedule:

- The Animateur presents the Paper with each Atelier theme and rationale.
- Each partner presents task 4 topics
- Each partner propose local existing best practices with particular attention paid to the innovation

- Selection and grupping of innovative best practices
- The Raporteur compiles a table for each best practice.

The Atelier Raporteurs presented the three thematic reports on the work

The Task 4 leader M. Nourissier points out a first assessment of the Atelier work.

After the discussion, the network decided the deadelines of the next work period as follows:

- Chaque Atelier output (the Reports, the thematic tables and the Task 4 overall report on Atelier work) will be finetuned from the Task 4 leader and transmitted to the coordinator (the soonest possible) who will make the final assessment and will present to the next meeting in Palma the final draft for partners' aproval.

- Task 4 Final Designs will be presented from all partners to the next meeting in Palma.

- Next meeting will take place in Palma de Mallorca (E) the 8-9 and 10 June 2000. - The next meeting of the Management Committee will take place in Florence on 19 April 2000.

14:30 Interreg III

The City of Florence is promoting a bottom-up action for a preliminary concertation between historical cities of the mediterranean area belonging to France, Spain, Portugal, Greece, Morocco, Tunise, Algeria, Malta, Turkey and Italy for a new Restauro proposal in the domain of the next Interreg III Commissions' Initiative.

This action will start from the Montpellier Agreement signed during the Restauro meeting in Montpellier, since partners did not agreed on signing in Avignon a further agreement proposed by the coordinator.

New potential partners for Interreg III will be informed for the next Restauro meetings and a specific kick-off meeting for Interreg III Restauro proposal will be held by the begining of autumn 2000.

Financial reports of partners.
l partners (from France, Spain, Greece and Italy) should adress the Mid Term Financial Reports that are not yet transmitted to the coordinator (Mr. Sergio Cerreti) separatly for the period until 31.12.1999 and for the first three months of the year 2000.

Restauro Web Site and Logos
The City of Florence is looking forward to upgrade the Restauro Site residence in the Florence Civic Site, creating an indipendent multilinked Site; with institutional part inclooding the restauro documents and outputs as well as creating a restauro Discussion Group between historical cities administrations, research and design centers, developers and users.

The City of Florence asked to an external consultant to elaborate a Logos for the network that will be used from all partners and will be introduced in all Restauro documents. Specific proposition will be presented to the next Palma meeting in order to make a commun final decision.

5th International Congress on Restopration of Architectural Heritage
All partners agreed to participate as Restauro network to this Congress that will take place in Florence on 17-24 September 2000, with a poster and an oral presentation prepared and presented by the coordinator. Astypalea architetti associati Firenze 11.05.2000
