Project: "RESTAURO. Regeneration and Safeguard of Historical Centers"

Les soussignés, représentants les villes historiques de la Méditerranée provenant de la Grèce, de l'Italie, de l’Espagne et de la France, à l'occasion de la Rencontre transnationale du projet "Restauro" (Régénération et Sauvegarde de Centres Historiques), dans le domaine de l'initiative communautaire Interreg II C, ont décidé ce jour, 30 octobre 1999 de lancer un nouveau projet "Restauro" dans la perspective d’Interreg III.

Vu les résultats intermédiaires trés encourageants du projet "Restauro" en cours, les soussignés se reconnaissent comme partie d'un important réseau européen en formation, entre les Régions de la Méditerranée et particulièrement entre les villes historiques.

Ce réseau "Restauro" se propose, vues les similitudes de problèmes d'aménagement de l'espace urbain historique, dans le respect des particularités locales et avec le principe de la subsidiarité, de développer une action large et incisive à la manière du SDEC (Schéma d'Aménagement de l’Espace Communautaire) pour l'amélioration des conditions d'une politique concernant l'espace à travers l'échange d'expériences et le dialogue, la complémentarité et l'économie d’échelle.

Les soussignés souhaitent l'élargissement de ce réseau vers les pays du côté Sud de la Méditerranée et les Balkans, dans la perspective d'un nouveau projet "Restauro" dans le cadre d'lnterreg III.

En conséquence, les soussignés ont décidé, d'ici à la prochaine rencontre "Restauro" en mars 2000, d'inviter les administrations concernées à adhérer à la formulation d'une proposition pour lnterreg III et d'informer de cette initiative les organismes nationaux et transnationaux chargés de la gestion d'lnterreg, de Meda et de Phare.

Les soussignés ont aussi décidé d’évaluer la possibilité de tenir, au mois de juin 2000, une large réunion "Restauro" en vue d’Interreg III avec les administrations qui souhaitent adhérer.

Cette décision sera confirmée à la réunion du mois de mars 2000.

The undersigned representatives of historical towns of the Mediterranean, coming from Greece, ltaly, Spain and France in the occasion of transnational meeting of Restauro project (regeneration and safeguard of historical centers), in the field of Interreg II c, have decided this 30 of october 1999, to launch a new Restauro project in the prospect of Interreg III.

According to the very encouraging mid term results of Restauro project, the undersigned agrees them as a part of an important running european network, between mediterranean regions and mostly between historical towns.

That Restauro network proposes according to the similar problems of historical urban management, in the respect of local differencies and of subsidiarity, to develop a huge and precise action as in the ESDP (European Space Development Programme) for improving better political conditions concerning historical space by exchange of experiences and dialogue, complementarity and economy of scale.

The undersigned wish to work in the enlargement of that network towards the southern side of the Mediterranean and the Balkans in the perspective of a new Restauro project within Interreg III.

Consequently the undersigned have also decided untill the next Restauro meeting in March 2000, to invite the concerned Administrations to agree with the formulation of a proposal for Interreg III and to inform of this initiative the National and International Organizations in charge of the management of Interreg, Meda and Phare.

The undersigned have also decided te evaluate the possibility of making in June 2000, a large Restauro meeting in relation with Interreg III, with Administrations that wishes te participate.

This decision will be confirm during the meeting of March 2000.
